Kirkpatrick's levels of evaluation are a process of measuring effectiveness of training or teaching. They are divided into four levels and reflect the positive and negative results for each stage of learning. Level one measures satisfaction. The recipient can consider the information useful, negative responses are often driven by situations and are perception based. Level two measures learning which can be skill tested but it is difficult to measure embedded long term learning. Level three evaluates behavior as an indicator. Learned techniques will be carried back to the workplace reflected in applied new skills and a negative result will show lack of performance changes. Level four measures impact the organization as a whole, but failure to change may not be specific to poor training and a baseline should be established for comparison.
