There is a study out there that challenged the use of testing scores to see the effectiveness of a teacher. Who and where a person teaches will play a key role in what happens. Teachers are judged on how their students grow, and it can be quite hard to see how it impacts the current metrics. For example., the value-added scores of teachers who went to districts with kids learning English, dropped a lot.
